THEORY #1
The Aqua penguin was the murderer.
He killed the guy at the Cove. However, the green (Docks) penguin saw him and ran away but was killed at the Docks.
Maybe the yellow penguin saw him and ran into the Night Club but was cornered and pushed down the ladder into the Boiler Room. He didn't die, so he was strangled to death.
Perhaps Henry saw him but wasn't caught. So Henry followed him to Providence, where murder is legal, and strangled him. He was caught by the body by me, so it looked like HE had been the murderer all along. He ran and, under pressure, confessed to the murders.
THEORY #2
The same thing except for the aqua penguin, murderer, committed suicide and was found by Henry.
THEORY #3
Henry killed all of them but was caught by me in Providence while escaping.
