Hello,
This is my first or last attempt to solve the crime. Here's what I think. The new leader must have been fed-up with rover, and really angry because for one reason. Rover has been heard to say that the Black Hawks gang is finished. The new leader must have killed rover and hung him up above his grave. This is a possible suspect.
Mime - He was the new leader of the Black Hawks, as he told me. They did say they had a new leader, maybe it was him?
Also, I found one thing. One of the wood on the wall was missing. Maybe someone brought in a mechanical material and possibly killed rover. This is all my thought. Comment below on what you think.
