How do YOU think Penguin Chat 4 was developed so quickly?
Easy answer. The answer is, it's not a CPPS.
It has only 1 room, no clothes, and only 1 command (for regular users). The command is /id but that's the only one.
The 1 command is for Regular Users, but Moderators have this name color: 00c3ff and they have more commands, I don't know all of them, but I know /ban and /kick I think.

So, Penguin Chat 4 was developed quickly because there was not much things to do, it is an Intermediate Level coding protocol/procedure.
It's not that hard, so it was developed fast.

And the hard parts, were for Damen's ingame penguin only, so he hadn't had to make it a global-code.
