Admin is very high rank and requires a lot of trust from Damen. Simply doing small tasks, such as things like running a pizza shop, can't really determine if a moderator is actually ready for admin. And there's not that many moderators, so it wouldn't be hard for Damen or another admin to look after them to see if they are really ready, therefore making an Admin contest for moderators not very effective.
