Herobrine is real. Was real. He was a person. Notch's brother, in fact. After he died in real life, Notch decided to add him to the game in the 1.2.1 update. Other additions in this update included the jungle biome, ocelots, and more. But quickly we was removed, because it scared the fans. Now, in most updates it says '-Removed Herobrine'. This is to remind fans that he was removed, so any screenshots are not using vanilla minecraft. There ARE mods, some of which add herobrine to the game. So yes, herobrine is real, but is just history to the world of vanilla minecraft. (vanilla minecraft- minecraft without mods)
NOTICE: This is about the PC version of minecraft. I am not sure about the xbox edition of minecraft. Herobrine was never added to the Pocket Edition.
