Well, we were chasing them around because they "Stole" money and baked goods from the Coffee Shop.
This was all for fun, and we were having fun pretending to "catch" them, and they seemed to have fun being chased. (Well, that is why they were named, Thief, OldcpThief, etc...it is a game.)
