Who Stole the Puffle Sign?

Some of you might have been asking, "Who stole the puffle sign?". Well, it was told that we know where the puffle sign is, but not who stole it. I have a couple theories.

Theory 1
The Blackhawks possibly stole it to make a warning that all puffles will die or be turned evil.

Theory 2 (Minty helped with this theory)
The Blackhawks probably stole the sign, placed a bomb on it, and put the sign back.

Minty's Theory
Kind of like theory 2, but they probably put a note behind the sign.
