History:
During the Russian Civil War, the British and Americans intervened and invaded through Northern Russia, in their intervention, they were able to make a move for St Petersburg, with the British leading their charge into the city, taking it in months. Years later, the Soviets were getting stronger and were making a counter-offensive against the allies and the Russian Provisional Government. The British and Americans retreat from most of Northern Russia, and keep a heavy defense of St. Petersburg and the area surrounding it. By 1922, Russia was completely under the Soviet government. The Bolsheviks wanted to end war with Britain and decided to cede St. Petersburg to the British and give up the area around it. Britain agreed, and created the Protectorate of St Petersburg.
Since then, the Soviet Union has attempted to take it back, but the city did not want to join the Soviet Union. By 1991, the Soviet government fell, and 8 years later, after pressure from the Russian Federation, and a successful referendum to rejoin Russia, St Petersburg was reunited with Russia.
