I've found a glitch on penguin isles the sniper witch is only for level 2, I found out level 1s can use it.

You must be level 2 to buy it without becoming an assassin from Byriver, but you can get it at any level from blackhawks island. It's kinda like saying 'Blackhawks will give you more if you serve them...'.
