Well I think that Messaging should be for all ranks. This is why:

~What if someone needed to tell someone important but had no way to
I mean just really because it doesn't really have any reason to be for just one rank really. I just think it should be for everyone incase someone needed to PM someone. Like in other forums you can easily do it. Just putting out there what I thought
