Not just staff. There should be punishment for anyone who harasses any users, regardless of their rank.

Kara had a problem like this last night. I think until it's fixed, the best thing to do is use the ignore button on their playercard to kick them until they give up (or continue kicking with the command, if it works.)
Persistence is key in this situation.

I don't think there's a specific amount of time you have to be registered for before becoming mod, but I personally think the longer you've been a user on OldCp, the higher your chances of receiving moderator are.
