Excellent idea! Instead of bans, they should be in jail until a mod or admin does a command. And when the jailed ones re-login, it just puts them in jail again.

Hey people! In this post I am going to tell you what the basics are, of this magical forum!
So there are these thing-a-magics called "Ranks" there basically promotions, to get one, you need to show a moderator or admin that you're a trusted user!
Ranks:
Banned
Rookie
Member
News Reporter
Master
Moderator
Administrator
(Difference between member and rookie: Rookies cannot get credits from forum, members can get credits from forum).
How To Change Your Profile Photo:
To change your profile photo, go to Google Images, get a picture you want, put it on your desktop,
go to imgur.com, upload photos from computer and select the image you want, then upload it, copy the direct link Email and IM and go to edit your profile on the forum. Then, paste the link on edit profile photo, and there you have it!
Reputation:
Okay so, there are these things called "reputation" if you want reputation, here's how you get it:
On every post you make, users can decide to like your post, or dislike your post. If they like your post, you will get +1 reputation, if they dislike you're post, you will get -1 reputation. So if you want reputation, better make meaningful posts.
Spamming:
I know, I know, we all like to type random keys for posts we make, but to much of that, ends up as breaking a rule. Spamming is NOT aloud in the forum, even if you're a moderator. To help stop spamming, dislike posts that you think spam the forum. Spamming example: kemmgkrm so don't spam, or you will get -1.
Discussions:
And one of our FAVORITE things on the forum, the discussions, great way to chat. To comment on somebody's discussion, simply scroll down the page and type in what you want in the reply box. To make a discussion, go to the community index and click "Create New Discussion" but don't create in spam posts, or inappropriate posts. Liking somebody's discussion will give them +1 reputation as I said before, disliking somebody's post gives them -1 reputation.
Masters:
Alright, you've been on the forum for quite some time now, and you are a trusted user, and you're ready for the next step. Master is a rank, masters are trusted users and good roll models who have the privilege to become a master of the forum. Masters even have they're OWN forum called "Masters" and that forum is for people with ranks that are master or higher.
News Reporters:
News Reporters are jobs, they give out the fresh, latest scoop of what's new on oldcp. They also get paid 1000 credits in game every month. Master is a HIGHER rank then a News Reporter.
Moderators and Administrators:
Moderators and admins are the last 2 ranks of the rank process. Moderators have a blue nameglow and admins have a red nameglow. Moderators can ban users on the forum and lock discussions they think break the rules. Administrators (The only admins on the forum so far are Damen and Mateo) can edit the forum, fix things and have all the abilities a moderator has. Administrator is the highest rank and it takes REAL responsibility.
How To Earn A Moderator Or Administrator:
First of, you never ask for higher ranks or abilities. You need to prove to Damen or Mateo that you are responsible and trustworthy and can take the responsibility. Try helping users and never break the rules. The most helpful and respectful users might stand out to Damen and Mateo!
Your Profile:
A profile is basically to tell who you are and stuff. And don't just leave your profile like the beginner one, be original and creative. You can edit your style and more! A title was created by Pickle1020 and it tells what you want it to tell. A mood is to tell people what you are feeling. About you is basically about you. You can also share you're youtube, twitter, facebook and skype username publicly if you like. Mail is to communicate with users privately because you want to privately chat with them or send them a question etc.... and notifications, are basically someone who replied to a post you created or discussion to tell you someone found you're discussion or post.
