Guys, I wouldn't get excited or something just because you think its solved. Someone of the dsghq might of done it on purpose. To make everyone realize that you can be watched by a mysterious shadow. Carry on looking for clues and maybe, just maybe, you will find them.

There I was, scrolling my curser across the shades in the plaza. I saw a mysterious penguin just pop up on the side of the tours shelter. It was just there for a milli second at least. I was so freaked out by this that I dont know if it was a glitch. I would like to report this to Toby as he is the one trying to solve this shadow mystery.
