I realize that, but others will be offended when they see that they are not being recommended at all whatsoever. If you're going to say that 8-10 people should be Mod, then you should just say Everyone4Mod to be fair. Also, these are pretty much your friends. Recommend other people who are pretty active, loyal, appreciative, helpful, and so on to the people that don't really have the recognition they deserve.
