I'm not going to be the suspect, but here goes:

A penguin was sailing around the island with the boat from the Dock, but then the boat capsized, as it couldn't support the weight of the barrels, food, water, and other accessories he had with him. Well, that's what everyone believed, anyway. When a search party found the penguin unconscious and the boat lying in it's remains, people now believed that someone attacked the penguin in the boat. The only picture of evidence is when the attempted murder was finished, and the criminal accidentally took a snapshot of only half his/her face and body shown in front of the victim. The penguin on the boat is identified as a penguin named Superpuffle78, and he was working on a task Rockhopper ordered him to do, as he was helping Rockhopper out on his quest to sail the seven seas again, so he made him drive the patrol boat. One of Rockhopper's slaves escaped the boat and attacked Superpuffle78. The OldCP Search Party then orders for the OCPSA(OldCP Secret Agency) to send their best detectives, agents, and cops out on the job.
