I think there should be an announcement feature ONLY for the 'old' mods, from the first oldest to third oldest from their ids. Like, my id is 9. I would the first oldest mod. I think only the old mods can do it because, they have more knowledge of the whole entire community; forum, game, chat etc.

Abusing this feature will automatically take the feature away and swap it to someone else a bit younger. Next to 'Create a Discussion' will be 'Add annoucement'.
