Herobrine is a character created by the community itself. Some people think it was Notch's brother or something, but that's a lie. He is usually an evil character, but there are many versions of Herobrine. It depends on which version of Minecraft you are playing and the mods you have installed.

Herobrine's pursuers will follow you everywhere. It usually disappears when you try to approach it. This version of Herobrine is not dangerous and is only supposed to scare the player.

But as a minecraft player I know there is another version of Herobrine that is the miner. He is much more dangerous and will try to arrest you! He tries to steal your items and so he waits for you to enter his house and then kill you. Some people have also seen their buildings and steal their gold and diamonds.

From what I remember, Herobrine was like a prototype skin for the main character. And was demonized, it's really fake and set up by you tubers and stuff using mods. It's also an exploit probably.
