These are really good ideas. The only two parts I don't agree with, are:
-The 15 minute combat log system (something like 5 minutes is more realistic, especially if you're in combat and have to go do something else.)
-One week revival thing, although ideal for dead innocents, abusive users could just be revived a week after death, the same with executed users. It also gives war way less risk, and you'd tend to make more mistakes knowing you'll just get revived right after. A solution to this could be the permadeath mechanic only applying to armed users. This would give armed users a reason to defend themselves, and not to just rely on the death appeal system. If they want to fight, alts are always an option. Overall though, you have some really good ideas that can improve the game.

I really love the bloodloss idea, so many people relog while they fight and it'd just make fighting more legitimate in general not to regain health on relog. And the rest of these ideas are great as well.
