I am creating an organization called PPL (Party Penguin Lookouts).
This organization is to try and stop anybody who is misbehaving so that OldCP will be a better place for everyone. Everyone will have an assigned room of their choice (all rooms must be covered or someone might have to be taken from one and put into another.)
You can have partners and if you do you can trade off looking after the room every other day. Only the agents will know where we are meeting and when.

Do you promise to be loyal and not tell any one except a mod or admin where and when the meeting is?

This is when for mods and admins aren't online so people can't get away with doing bad things. We then have the meeting and report any body that we found who was misbehaving and report everyone who we found to a moderator.

Yes, this is a moderators job. I personally don't think we need this, but there's nothing stopping you!

People do report to mods, and this system works out well a lot of the time. This might get in the way of this system, but I'm not too sure. This only my opinion.

so you're saying that when mods and/or admins aren't online,normal users will try to stop the people that are doing bad things?...but...how will us normal users stop them,if we don't have the ability to ban or kick?

I mean that we will report them since to the mods and admins by sending them mail and they would ban or kick them the next time they came online.
