Two reasons I disagree. For starters, out of universe, Damen already gave the order for Frogs not to be armed. Damen's out of universe order overrules anything CZ decides to say, unless Damen invalidates the order for the sake of the story.
Also, it wouldn't be a problem if Frogs hadn't been killing innocents. He justifies it with this punishment thing, but a good chunk of the user base already knew Mairon was evil and didn't bother, or just didn't care enough at all, and have been innocent this entire time. If you've got a user trying to spectate this war where Frogs is getting armed and killing everyone, while being practically immortal, Frogs will go and kill them and justify it with this punishment.
It's not helping the way the game works, slaughtering innocents makes for someone feared, but that's all. Frogs is just a killer, he's not a villain, because a villain actually has a motive that isn't the blood of as many innocent users as possible spilled. He just never gets a punishment that lasts long, so he keeps doing what he's doing knowing that he'll never have a consequence.

What about reserving JUSTICE for the deads?
