Hi guys!
I was just thinking about the penguins who keep cussing...And i just got that idea.
Premium Extra Level 2 with the following features:
/warn Command - To warn players who break rules
Orange Nameglow - (To be known as Premium Level 2)
Ability to be a cat - (If you are bored, Someone can adopt you)
Invisible Name - (We can use it to be secret, It can be used for oldcp PSA)
Ability to use the /reward Command without using it on self - (To reward helpful players)
Ability to use commands like /groom and /global .
It will make like all penguins follow the rules (cat and orange nameglow to be like -Donators-)

This could be a good idea, but having the global command for anyone who has enough credits to use, they could abuse that power, and it'll probably be really annoying having things pop up all the time. Just a thought.

Maybe, only the trusted users can have premium level 2, normal users will abuse the powers.

I think all the commands you listed would be great except the /reward. people could totally use that like crazy on backups and it will be easier to get extras. I have always wanted a /snailon extra.
